
BIO-INTEL-MOB is a Horizon Europe project that aims to transform mobility, logistics, and urban governance in peri-urban areas through artificial intelligence, data integration, and citizen participation.
Peri-urban regions—those spaces between dense urban centres and rural territories—face unique challenges: fragmented mobility services, limited multimodal options, increasing logistics flows, rising emissions, and a lack of coordinated planning tools. BIO-INTEL-MOB responds to these challenges by developing an integrated, climate-neutral and citizen-centric mobility ecosystem.
The project combines cutting-edge digital technologies with inclusive governance methods. A Mobility Data Space, Digital Twins, AI-driven analytics, and multimodal routing engines enable real-time optimisation of mobility flows, emissions, safety, and accessibility. These tools support the deployment of Peri-Urban Mobility Hubs (PUMHs), Green-Safe Routing for vulnerable road users, and new circular logistics models that include micro-hubs, cargo bikes, and bio-packaging solutions.
Beyond technology, BIO-INTEL-MOB places strong emphasis on participatory governance. The project develops a citizen-engagement app, VR/AR co-design environments, and a Smart Circular Governance (SCGo) framework that helps authorities align local measures with EU mobility, climate, and digital policies. A Knowledge Hub will provide replicable models, training resources, and open-access tools to support long-term adoption across Europe.
BIO-INTEL-MOB tests its solutions in four main pilot sites—Rome (Italy), Cascais (Portugal), Riga (Latvia), and Vilnius (Lithuania)—representing diverse peri-urban challenges and mobility patterns. Additional satellite pilots in Meslungen (Germany), Ciampino (Italy), Urla (Turkiye), and Rhodes (Greece) allow for further experimentation and transferability across different European contexts.
By integrating data, technology, circularity, and citizen interaction, BIO-INTEL-MOB aims to design the next generation of safe, inclusive, and climate-neutral mobility systems for European peri-urban areas.
