User-centred solutions for multimodal connectivity and safety in peri-urban areas

Urla, part of the Izmir Metropolitan Area, is a peri-urban municipality with growing mobility demand and a mix of transport modes connecting it to the urban core. While the area benefits from multimodal transport options, challenges remain in integrating these systems effectively and ensuring safe and accessible travel for all users.

As a satellite of the Cascais Mega Pilot, Urla focuses on improving how multimodal systems are designed and used. The pilot tests user-centred approaches that combine routing tools, mobility hubs, and citizen input to enhance connectivity, safety, and accessibility across peri-urban and urban areas.

Key actions

  • Participatory governance and planning tools (SCGo Framework)

    A digital ecosystem that supports citizen engagement and decision-making, centred on the Citizen-Voice App, which allows residents to report mobility barriers, safety issues, and accessibility needs. This is complemented by gamified planning tools and VR/AR simulations that enable co-design of solutions and integrate user feedback into planning processes.

  • Peri-Urban Mobility Hubs (PUMHs)

    Mobility hubs connecting different transport modes, improving access between the B. Braun site and surrounding areas while supporting multimodal travel.

  • Green and Safety monitoring and routing systems (GSRA)

    A set of tools combining AI-enabled sensors and routing algorithms to monitor movement, detect risks, and provide safer and more efficient routes for vulnerable users based on real-time conditions.

Cooperation with Pilots

Urla builds directly on the user-centred approach developed in Cascais, applying it in a different peri-urban and regional context.

  • Tests the deployment of GSRA and PUMHs to improve safety and multimodal integration
  • Applies citizen participation tools (SCGo) to support co-design and inclusive planning
  • Contributes data and feedback to validate user-centred mobility solutions
  • Supports the replication of multimodal hub design and routing systems in other cities.
